@stephjantzen @juddlegum one end I think he's working toward is to prevent it from being a tool powerful enough to neutralize the Republican party, which is shrinking.

Another is for attention, in that he wants to be begged to have accounts reenabled. As Col. Jessup demanded, "you can have all you want, you just have to ask me nicely."
