Does “having regard for ….the Gov Departmental spending limits “ mean the Review body CANNOT make a recommendation above them even when it thinks the limits are unfair, unrealistic and will fail to meet the other goals @krishgm
Who selects the Review Bodies? The Gov? Who chooses who populated them? The Gov? The relevant Department Minister? Civil Servant? The ToR?
I think this sort of question is going to be cropping up more and more.

Independent’ Pay Review Bodies - they aren’t independent:
‘Chairs are appointed by the Prime Minister. Other members are appointed by the Prime Minister or the relevant secretary of state.’
and they have to take into account ‘the financial circumstances of the government’. Not the people or the country but ‘the government’.
