I think this is somewhat an unfair criticism. They clearly state they want to do everything on the list, but their priority is to get it up and running. After that, when it's stable, they plan to add new features, but I think you're mistaking short-term goals for long-term plans

But why use a chain mail approach to get as many random users to sign up as possible instead of focusing on a manageable amount, preferably ones who understand what a beta test is?

My guess is that the Twitter exodus forced their hand and they see their best shot at getting followers is by releasing now. Whereas if they wait, potential users might already become attached to another platform by the time they hypothetically launched at some future date
