Only after performing specific actions is it (probably) so.
Same as elsewhere, but it is just very much less clear there, in my opinion.

Well, as far as I understand, the only end-to-end encryption mode (claimed) of Telegram is "Secret Chats" (https://telegram.org/faq#secret-chats) which have to be specifically initiated and... I think don't exist in group-chats(?).

That is why I don't ever recommend people go there... just for the possible confusion.

while i appreciate research on this field, it's super dubious they rolled it out to a production system used by millions
