Howard Chu @ Symas@privacyguides another useful word here is "confidentiality". TLS can keep the contents of a connection confidential, but any observer can see that the connection exists. TOR/i2p can make communication secret - an observer can't see any connections. Secrecy is a superset. There's valid reasons to need either confidentiality or secrecy at different times.
