Squeaky Beaver@lizcovart there is no feature similar to quote tweet because it would encourage not great behavior (quote tweets mostly just devolve into "look how dumb this is" etc and mastodon isn't about that)

Quote tweeting was often toxic because you’re not always engaging in the conversation directly with the original post. Here you can reply to someone and boost your reply, which helps make it more of conversation, or simply boost the original post and reply.
Daphne@lizcovart @rachelshelden you can copy the URL of the original toot (from its home aka canonical server) and paste it into a toot.
Or you can reply to the toot you want to call attention to, and then boost your toot.
@lizcovart @rachelshelden if you are using the website, to copy the link/URL to the canonical server copy of the toot, you can click the three dots at the bottom right of the toot/post and select Copy link to post.
