Not sure if this is known beyond the UK (and those who watch British crime dramas) but here "no comment" used as a thing to say in response to questions.
I believe it has its origin (or at least its uptake by those being questioned by the police) is its use by a paramilitary organization.
It's also used by people wanting to rebuff the media.
