The geek in me wants to point out that Gigan wasn't on Monster Island according to Destroy All Monsters (since the movie was made before Gigan debuted). And King Ghidorah technically wasn't either.
But the kaiju-lover in me says go for it, probably Gigan was resting and decided not to participate in the attacks/battle. Or maybe this scene takes place later, when both Gigan and Ghidorah have been added to the island's residents.
That painting is awesome, I'm jealous!
