Old double glazing windows are less effective than modern ones.

It has with the distance between glass to do. Smaller distance is less air circulation within the window. Old has like 2,5 cm and new like 1 cm.

Modern triple glazing is much better.

A lose curtain must be super inefficient compared to a modern double or triple glazed window.

Sweden is cold and no one uses curtains for insulation.

They used curtains and pelmets in the 1920s to 1960s with old double glazing windows.

Most houses in Aotearoa still have single-glazing. Double-glazing is loudly promoted but retrofitting them is a major renovation job and very expensive. Thermal curtains and pelmets are much easier and cheaper to retrofit and they do make a significant difference.

You're answering your own question to why they are not promoted:

1. It's cheaper and easier to install curtains = no budget = no promotion. It cost money to promote.

2. A major renovation job to install windows = creates jobs = the government want more job to happen = they may promote it

3. Expensive windows, there is money to earn and money to promote it

Double glazing is much more efficient than curtains = reduces CO2 emissions, saves money. People want that to be promoted
