hmm... while it does perhaps not cause direct harm, I could imagine it leading to harm due to distraction, or making wrong decisions due to the paranoia.
There's also the unfortunate risk of collateral damage I guess? What if I was enjoying some cereal with my last splash of milk when this person walks by?

@FiXato It's not a NICE spell. It's just a spell I think would be interesting in a roleplaying context that doesn't rely on direct harm or violence.

The collateral damage doesn't seem especially bad to me but absolutely is within the parameters of the spell.
