Is there a good notes app (like OneNote or Evernote but not those) that synchs between phone and desktop (I need that for grocery lists) and runs on Windows and Android?

Before you reply, read that again. Did I ask your opinion on Windows? Did I ask you to tell me about Linux?

@julia Laverna.cc runs from the browser (and has a windows app) and you can make it sync via Dropbox or other similar services. Maybe this can help

@julia there's https://standardnotes.org/

It's even possible to selfhost the sync server if you want.

Standard Notes | A Simple And Private Notes App

Standard Notes is a private notes app that features unmatched simplicity, end-to-end encryption, powerful extensions, and open-source applications.

@zatnosk Thank you, I'll take a look at it.
@julia Google Keep is pretty good if a little basic.
@Inskora I really only need it for grocery lists so basic is a good thing.
@julia Google Keep is nice! I'm also a big fan of Todoist for cross-platform grocery lists.

@julia emacs. 😝

No, standard notes stopped working on my last phone but I was happy with it.

@julia I've used SimpleNote for years. Not sure if it fits the "like Evernote" portion of your requirements, but it might still be a decent fit?
