When was the last time Calgary City Council had such a low percentage of non-white members (just 1 of 15, if the current vote leads hold), and such a low percentage of women members (just 2 of 15)?

How much of that growing disparity is due to the racism and sexism of voters here?
How much is due to the rampant abuse against candidates who are not white men, which keeps many good people away from running as candidates in the first place?
What other factors contribute?
