Well, no.
The fact that there are bigger queues and inventory in front of these activities now doesn't mean at all that the previous bottleneck was in the place where applying a solution of generating more code per unit of time assumed it was.
That's a problem of misidentifying the system's bottleneck in the first place. And optimizing non-constraint has dire consequences for the throughput of the whole value-creation system.
