… frankly, I’d say the ‘corrupt’ public servants are just as much victims as they are offenders.
Australia’s public servants work in a government system where the ‘separation’ between public service and parliament is very blurred.
Politicians are able to make veiled threats to pressure public servants into action.

The other thing that needs to be kept in mind is that ‘corruption’ is a very broad term that covers all actions and behaviours which are ‘not within the expectations of the public service’.
So, the big question is ‘What are a forms of corruption that is also criminal?’
An obvious line of questioning would be ‘What political/material gain or benefit did the offenders receive?’

With the Robodebt report, NACC's role in Australia's political system is cemented: they are the cleaners. They tidy away messes and make nice little press releases clearing people of wrongdoing.

Excellent article from Rick Morton about the failures of the NACC report into Robodebt. Rick literally wrote the book on Robodebt (it's called Mean Streak and it's great).

The tl;dr is that because of NACC's conflict of interest issues, the only person left at the Commission to do the report was an inexperienced deputy, who basically took Scott Morrison, Kathryn Campbell et al at their word when they said they didn't knowingly do anything wrong.

Morton doesn't say so, but it sounds like the findings were a foregone conclusion. They picked their scapegoats and it wasn't going to be the former PM and his crony.
