“I'm all for regulation and safety, but this seems a touch heavy-handed and unnecessary. It's rainwater stored in concrete tanks. It doesn't get much cleaner.”

Yours doesn’t - get any cleaner - but other peoples’ may contain: 100 year old mud, 50 year old asbestos, & more recently dead possums, mice, rats, less favoured household cats as well as providing a breeding ground for mosquitoes etc. ☹️ Only partly joking here… Of course it could be better to improve the standard of theirs rather than just acknowledge the risk of those that don’t have much risk, but here we are… sorry… 😞
