Alright, #FountainPen experts, does anyone recognize this pump-like mechanism on the side of my mom's 40-years old "Lady" Parker fountain pen?

It won't budge at all when attempting to press it, as if had some sort of very dried up cracked sac underneath it. No clearly serviceable hole on the rear end of the metal tube (which I presume to be the reservoir). No reaction to being dunked into warm water. Any way to fix that?

Surely that is not a Parker #Vacumatic ? 🧐
