CW: This doesn't answer your question; it's just me blowing off steam.
Even publishing an .ics file seems to be rare these days.
I recently learned about jCal, the JSON format for iCalendar, so maybe there's still progress being made. But RFC7265 is already 10 years old!
And, of course, a new interchange format (jCal) requires that I re-tool all my previous software that expects iCal...
