The real reason scaffolding is left up is likely that it’s cheap keeping it up, relative to the fine, compared to actually repairing facades.
Realistically, keeping that scaffolding up keeps the streets safer from falling facade pieces (which is required… unless they want a lawsuit) but the building owners repairs can be postponed, in some cases for over 10 years.
Perhaps building owners in NYC will be pushed to get facade work done quicker.
