The original was an obscure blog post by Frank Wilhoit the composer, not the political writer Francis Wilhoit.

"The law cannot protect anyone unless it binds everyone; and it cannot bind anyone unless it protects everyone."

A good mnemonic is "Rules [Taxes, Laws, etc.] for Thee, but not for Me."
