McCasland isn't just some random retired military guy. He holds an MIT PhD in astronautical engineering and was a true heavy-hitter in the absolute highest echelons of classified space defence.

He was the Commander of the Air Force Research Laboratory (AFRL) at Wright-Patterson Air Force Base. This is one of the facilities where the legacy (UFO) crash retrieval materials have allegedly been stored. Before that, he served at the Pentagon as the Director of Special Programs for the Office of the Under Secretary of Defence. He was literally in charge of managing Special Access Programs (SAPs).
