There are four people here, though it's hard to see. I was trying to be discreet. When I initially passed them about 15 seconds before this video was shot, not a one was moving beyond a gentle swaying. The guy on the left is so high his forehead is almost on the concrete. They are all in a deep nod which is likely from fentanyl.
