There are four people here, though it's hard to see. I was trying to be discreet. When I initially passed them about 15 seconds before this video was shot, not a one was moving beyond a gentle swaying. The guy on the left is so high his forehead is almost on the concrete. They are all in a deep nod which is likely from fentanyl.

He has a syringe, uncapped, with brown liquid in it in his mouth. He had been in that intersection for at least 30 minutes. I watched a black and white with two LAPD officers stop at the opposite corner and watch him for about 10 seconds before shaking their heads and driving away.

He has no shoelaces because they are taken away when people go to jail. This is to prevent suicides.
