@Find_Jeffness Very similar to my State's 'Disaster Recovery Account' that only has $1 in it... Granted we have other accounts, funds, and processes for emergency funding.
With the rigidity of federal grants, increasing disaster incidents and severity, and the amount of unmet needs in Disaster Recovery, it makes sense to have a catchall recovery system on the State side. Model the requirements on FEMA PA policy, but drop and swap the Federal reqs for our own State's.
