#clinicalsmurfing first emerged as a risk when the #camerongovernment instituted a carve out for #cancerdrugs after 2010 - creating a #newcancerdrugsfund - this eventually got overspent. #smurfing as a concept first arose after the #politicalpartieselectionsandreferendumsact - #ppera - came in in 2000 or so - because there was a risk that political donors could escape scrutiny by splitting payments between parliamentary constituencies.
