Israel should comply with its obligation to cooperate with the United Nations by ensuring the unhindered provision of essential aid to Palestinians in the Occupied Palestinian Territory, as the International Court of Justice (ICJ) ruled in an October 22, 2025 advisory opinion.
The International Court of Justice ruled Wednesday that Israel, as an occupying power, must allow United Nations humanitarian aid into Gaza and may not use starvation as a method of warfare. In its advisory opinion, the World Court also found that Israel had failed to provide evidence for its claims that UNRWA, the U.N. agency for Palestinian refugees, lacks neutrality or that a significant number of its staff are affiliated with Hamas. Israel denounced the ruling and said it would not comply with the court’s instructions. The Trump administration also condemned the opinion. “The opinion is unambiguous. It’s an opinion by the highest legal authority of the U.N.,” says UNRWA spokesperson Tamara Alrifai, speaking to Democracy Now! from Amman, Jordan. She adds that for the Trump-backed ceasefire to succeed, aid groups must have unrestricted access to Gaza and be allowed to “flood” the territory with food and other basic supplies.

In Gaza, millions of Palestinians are starving after five months of U.S.-backed attacks by Israel, while Israel continues to prevent the delivery of essential provisions. UNRWA chief Philippe Lazzarini wrote on social media, “This man-made starvation under our watch is a stain on our collective humanity.” The head of the World Health Organization says children in Gaza are already dying of malnutrition. “This is fundamentally a political crisis,” says Alex de Waal, the author of Mass Starvation: The History and Future of Famine, who explains that even with a ceasefire and humanitarian aid, “a crisis like this cannot be stopped overnight,” and that “This will be a calamity that will be felt for generations.”
Israel has not presented specific evidence for its claim that Hamas is diverting U.N. aid, and its recent targeted killings of Gaza police commanders safeguarding truck convoys have made it “virtually impossible” to distribute the goods safely, a top U.S. envoy said in rare public criticism of Israel. New airstrikes…
O Gaza, for so long a land of strife,
Your people’s suffering wrought with grief and pain
But now with hope of aid beyond life
Let us proclaim the news of this gain
For a second convoy, a silver lining,
Will bring the light of peace and healing
Let us embrace its signs of blessing
That we might hope for a world worth feeling
