Trump gets a million upfront to shake Canada down. They've already built the bridge, so will eventually pay him even more to stop blocking it.
He can then return for further shakedowns by ramping up immigration or custom checks.

Then keeps ratcheting up the pressure and waits for people to make their kickback offers to appease him. It's a mob insurance racket.
Even Venezuela (I believe) was a deal offered by the VP in exchange for making her president.
How is this any surprise? The #TrumpShakedown tactic has been very clear.
Make a range of wild, vague threats. Wait for the mark to come and pay the "insurance" to the mob. Then lean on the newly subservient lackey, until you eventually stab them in the back.
