But what is $16.75 covering now that inspection centers don't get paid from that $7? What fund does that go into?
What's the justification for $200 to have an EV? The fuel tax argument falls a bit flat. Why is this not based on usage, similar to the fuel tax?

Yup, the $200 registration tax on EV ownership in Texas has gone into effect.
The “Inspection Replacement Fee" is the fee being charged in place of the safety inspection that is no longer required, so collecting the fee without providing the public service.
I should note that EVs are exempt from emissions inspection and up to this year were only required to have safety inspection. At $7. Now it's a $16.75 replacement fee.
And yeah, this likely means ICE vehicles also have higher inspection costs. They still gotta get emissions.
