Is the St. Cleve Crossword from Jethro Tull's Thick As A Brick album art/fake newspaper actually a British style cryptic crossword or is it really just a bunch of nonsense in the shape of a crossword?

I've looked around every few years for whether anybody's solved it and I never find anything.
