Surrey is heading towards local government restructuring as Unitary Authorities. One key question with that is what happens the the debt owed by some boroughs (Woking being the most famous one in big trouble). If nothing else, the other boroughs desperately trying to avoid being grouped with the ones in the most trouble is likely to prove a big distraction and result in poor choices.
