I don't know about Oberhausen but in #Milan it was impossible before automation and mobile surveillance cameras. (Can't find English articles about this system, tastelessly named #StreetControl.)

It's nice in streets where a cyclist can get killed while trying to dodge an illegally parked car, but total surveillance comes with its own costs as well.
