Would it not be useful to add to browsers the ability to use #BitTorrent to fetch files and if there is an index.html render it as website…

This way you can have a static website without a dedicated web server, only a torrent client.

And with a little work, have a very basic server where all the static files are shared distributed?

I am old enough to remember when the DDoS "hug of death" was called the 'Slashdot effect'.

Nowadays, the Slashdot website doesn't have the same significance now as did in the 1990s — back when the Internet was full of technologists, tech enthusiasts, and tech hobbyists. Back before the Internet went mainstream and became the 'mass-Internet'.
