NYC rent board hears from low-income tenants on rent increases

Low-income tenants made their voices heard at an emotional hearing of New York City's Rent Guidelines Board on Monday, after the board held a preliminary vote last month to raise rents between 2 and 5 percent on one-year leases and between 4 and 7 percent on 2-year leases for about one million rent stabilized apartments.
