Efforts to admonish, recall Houston Mayor John Whitmire face steep uphill climb

A political scientist compared the effort to formally admonish Whitmire over his cozy relationship with Republicans to “a snowball that's rolling downhill in a desert.” An initiative to recall Whitmire would need to collect three times as many signatures in a sixth of the time as recent petitions to change city charter.
