A new point of interest: the popular politics of the Fugitive Law (1646-1799):

In the practice of FL, we see similar situation with later event like the #soulstealer case (1768), the fake memorial draft case (1751) and the cases of censorship on literature (through #Qianlong era), when the court set up strict punishment for potential rebels but fully relied on civil accusation to supervise them.

Thus, these laws, regulations and measurements became excuses for legal popular violence between ordinary people to hurt each other. People were desperate for clues of Fugitives, fake drafts and soulstealers so that they can make blackmail or revenge, or just get a tip -- just like the cyber bullying today, but, certainly, FL is much of fear.
