It's getting pretty clear the Scruffy is suffering from Psittacine beak and feather disease (PBFD). It's slowly getting worse. Can see his tummy is going bald now, and his facial plumage is getting thin.

Back in the days of tweets there was a researcher looking to track data on parrots around Australia suffering from psittacine infection.

I can't seem to find them by Googling. Any birder folks out there remember who it was? Two of the birds visiting our balcony are showing early signs of the disease :(
