The underlying assumption of all former socialist/Soviet states being 'in transit' towards becoming liberal democracies is outdated (and indeed reflects how the report was launched in 1995).

Is there any solid argument for still grouping these countries in this way?

(apart from FH wanting to still do the 25th edition next year, because it sounds impressive)
