ToweroftheArchmage AntifascistA while back I picked up a small setting book. I read it, thought the setting was interesting, but realized that it it felt as frozen in place as the setting it was describing. There was no clear adventure, none of the NPCs had any clear wants beyond that they already had, or conflicts with other NPCs... It was frustrating. Yes, I can easily add them, but if I'm spending $$ on something, there's a limit on how much work I want to put into it to make it work.
