NE Halsey Reopens to Bidirectional Traffic at New Mini-roundabout

In the latter half of June, road crews reopened NE Halsey Street to bidirectional automotive traffic after months of work creating a new mini-roundabout near Interstate 84 and NE 82nd Avenue. Additionally, drivers regained full use of NE 80th and NE 81st avenues at the worksite intersections. Starting on February 16th, westbound motorists on NE Halsey Street were prevented from fully crossing the I-84 overpass as cement masons created the second half of a new mini-roundabout and other contractors built additional street improvements.

As this work nears completion, the Portland Bureau of Transportation (PBOT) recently scaled back plans for the NE Halsey Street Safety and Access to Transit Project, postponing a planned intersection improvement at NE 69th Avenue and removing a 150-foot section of new sidewalk and street trees from the project’s scope. PBOT says the $380,000 in cost savings is necessary to meet reduced funding for this project while still maintaining core improvement goals of filling gaps in walking and biking connections on NE Halsey Street from NE 80th to NE 92nd avenues.

The newly renamed NE Halsey Street (80th to 92nd Avenues) – Safety and Access to Transit Project contains many safety improvements for people walking and biking through the area. Future work will create a dedicated bidirectional cycle path from the mini-roundabout to 92nd Avenue through a challenging section of the City’s street grid carved up by freeway construction decades ago. Work on this project could help reconnect communities cut off by car-focused street infrastructure, while reducing injuries on an identified High Crash street.

Drivers and other street users should use caution around this new infrastructure, as the adjusted traffic pattern could confuse people unfamiliar with the change. The raised concrete center circle is designed with sloped edges so that long vehicles, such as first-responder trucks or buses, can drive over it, treating it as a speed bump when necessary. Look for continued road work east of the mini-roundabout as contractor Interlaken and its subcontractors work along the length of the NE Halsey job site.

(June 16, 2026) The Portland Bureau of Transportation is calling on Portlanders to celebrate the 10th birthday of BIKETOWN, the city's beloved system of shared e-bikes, by coming together to make a GUINNESS WORLD RECORDS attempt.

PBOT is organizing an e-bike ride that will gather hundreds of Portlanders with the aim of earning the GUINNESS WORLD RECORDS title for the Largest Electric Bicycle Party and Ride. The current record was set in Seattle in 2018 with 405 e-bikes.

Everyone is welcome to join in on the slow and steady paced, record-setting-attempt ride, including people riding personal e-bikes and pedal bikes (only e-bikes will be counted toward the record-breaking attempt). Riders will gather at Salmon Springs, the fountain in Tom McCall Waterfront Park, at 8:30 a.m. on Sunday July 19: 10-years-to-the-day since BIKETOWN service started with a maiden voyage group ride across the Willamette River.

"I can't wait to see all of Portland come out to celebrate the ways BIKETOWN has transformed our community," PBOT Director Millicent Williams said. "Since 2016, BIKETOWN has introduced thousands of Portlanders to biking, and e-bikes in particular, and made biking more accessible for more people. By breaking this GUINNESS WORLD RECORDS title, we will remind everyone of Portland's place at the front of the pack of leading bike cities across the nation."

PBOT is organizing an e-bike ride designed for massive participation. The event features a 2-mile route that goes over the Tilikum Crossing, the Eastbank Esplanade and the Hawthorne Bridge.

The ride will conclude with a celebration, vendors, refreshments, remarks from City of Portland and BIKETOWN partners, and an official judge from Guinness World Records (fingers crossed!) verifying the record and confirming that Portland set a new world record.

Arrive early to check-in, get your bib, and be ready to ride!

No e-bike? No problem. BIKETOWN will have bikes to reserve on a first-come, first-served basis, so be sure to register early to claim yours and the team will confirm your reservation. You must be 16 years or older to ride BIKETOWN.

Pedal bikes are welcome to join in on the fun as well but will not be counted as part of the record-breaking attempt.
Ride start time and details

Check-in starts at 8:30 a.m. Sunday, July 19 and the ride will start at 9:30 a.m.. The ride will start at SW Naito Parkway and SW Salmon Street. The route is a 2-mile loop, taking place mostly on the Waterfront and Eastbank Esplanade.

This is not your typical social ride, as large participation is the goal. Expect a slow ride with some stops. Stay on the route to be counted. Look out for pedestrians and other bikes so that everyone can travel safely and comfortably.
After the ride, find out if we won and celebrate with Portland Pride

The ride will end at Naito Parkway and SW Salmon, where we will find out if we broke the GUINNESS WORLD RECORDS title—live from an official Guinness World Records judge. Stick around to celebrate!

Afterwards, head down to the Portland Pride Parade and Festival. The first 1,000 people who register will receive free entry to the Pride Festival to enjoy a full day of celebrating, thanks to the support of BIKETOWN founding partner and title sponsor, Nike.

The insurance company told the HOA that it wanted corner concrete work done. ADA ramps are required here. Now, a couple of years ago, when the city resurfaced the street, crews installed one, but not at this particular corner. Anyway, the HOA paid to have it installed.

I have no idea why I wrote that paragraph. Here's today's missive from PBOT:

(May 26, 2026) Crews with the Portland Bureau of Transportation (PBOT) will improve ADA ramps on NW 23rd Avenue at NW Marshall and at NW Lovejoy streets starting on Wednesday, May 27 through the end of August.

The work will require closures of travel lanes and sidewalks in the area, for several days to several weeks at a time. Work will support NW 23rd Avenue's main street pedestrian activity, including businesses and emergency room access at Legacy Good Samaritan Medical Center.

From May 27 through late August, PBOT sidewalk crews will generally update one corner at a time, to limit the impact on traveling public in this business district that has high population density and pedestrian traffic. For each phase of construction, there will be different closures of travel lanes, sidewalks or parking lanes, so check the Travel Impact Biweekly Updates on the project website for specific details through the summer and plan to observe barricades, traffic signage and instructions from crews at the scene.

Lane and sidewalk closures will be in place all hours, all days, during periods when crews have to dig below the sidewalk and street surface. Some adjustments to stormwater infrastructure will require digging trenches several feet deep. Crews are expected to be present generally 6:30 a.m. through 3:30 p.m. Monday to Thursday and 6 a.m. to 1:30 p.m. every other Friday.

PBOT paving crews are expecting to return this fall to repave the impacted areas on these two blocks on NW 23rd, after the ramp upgrades have been completed.
