Agi: Avellino, disboscamento sul Fenestrelle: sparisce il parco verde

AGI - La festa annunciata, il progetto ambizioso: un parco verde a ridosso di un fiume per esaltare la forza della vegetazione, capace di proteggere in caso di piena le colture, le case e la vita in generale. Tutto programmato per il 12 aprile da Legambiente. Ma, sorpresa!, il parco non c’è più.
Il boschetto scomparso nel centro di Avellino
Al suo posto resta un grande prato verde, lì dove fino a poco tempo fa c’erano piante e arbusti, forse non perfettamente curati, ma certamente presenti. Quella che doveva essere una semplice potatura si è trasformata rapidamente in un disboscamento tutto da spiegare.
Il taglio lungo il fiume Fenestrelle
L’episodio è avvenuto nel centro di Avellino, lungo la riva del fiume Fenestrelle che attraversa la città, in un’area distante poche centinaia di metri dalla caserma dei carabinieri forestali. Del boschetto in riva al fiume non è rimasto più nulla.
La denuncia e l’area vincolata
La denuncia arriva dal quotidiano online Ottopagine, che documenta un taglio selvaggio di alberi e arbusti a non più di tre metri dalle sponde, all’interno di un’area vincolata e peraltro già sotto la lente della magistratura.
Nella stessa zona era stato infatti sequestrato un manufatto che violava vincoli paesaggistici e ambientali.
La giustificazione e i dubbi sull’intervento
L’opera di disboscamento della collina sarebbe stata giustificata da una sanzione: una strada vicina risultava invasa dalla vegetazione. Tuttavia, secondo quanto riportato, l’impresa incaricata del taglio sarebbe andata ben oltre la manutenzione ordinaria.
Rischio idrogeologico e criticità ambientali
Un intervento di questo tipo rischia di compromettere l’assetto idrogeologico dell’area. Disboscare una collina a ridosso di un corso d’acqua è infatti un’operazione estremamente rischiosa, che richiede autorizzazioni specifiche e che, dal punto di vista tecnico, è generalmente sconsigliata.
Quando il taglio può essere ammesso
Esistono rari casi in cui un diradamento selettivo può risultare necessario, ma solo se guidato da esperti, come agronomi o forestali. Ad esempio, per la sicurezza idraulica, quando alberi instabili rischiano di cadere nel torrente creando ostruzioni sotto i ponti, oppure per eliminare piante malate favorendo la crescita di specie autoctone.
Eccezioni che, secondo quanto emerso, non sembrano applicabili al caso del fiume Fenestrelle.

The Grove Disappeared in Avellino

In its place remains a large green meadow, where, just a short time ago, there were plants and shrubs, perhaps not perfectly maintained, but certainly present. What began as a simple pruning quickly turned into a deforestation that needs to be explained.

The Cutting Along the Fenestrelle River

The incident occurred in the center of Avellino, along the bank of the Fenestrelle River which runs through the city, in an area just a few hundred meters from the forest guard barracks. Nothing remains of the grove on the riverbank.

The Denunciation and Restricted Area

The denunciation comes from the online newspaper Ottopagine, which documents a wild cutting of trees and shrubs no more than three meters from the banks, within a restricted area and also under the scrutiny of the judiciary.

Indeed, a structure violating landscape and environmental protection regulations had been seized in the same area.

The Justification and Doubts about the Intervention

The deforestation of the hill was justified by a fine: a nearby road was overgrown with vegetation. However, according to reports, the company entrusted with the cutting went far beyond routine maintenance.

Hydrogeological Risk and Environmental Vulnerabilities

An intervention of this type risks compromising the hydrogeological layout of the area. Deforesting a hill alongside a waterway is therefore an extremely risky operation that requires specific permits and, from a technical standpoint, is generally discouraged.

When Can Cutting Be Justified?

There are rare cases in which selective thinning can be necessary, but only if guided by experts, such as agronomists or foresters. For example, for hydraulic safety, when unstable trees risk falling into the stream creating obstructions under bridges, or to eliminate diseased plants favoring the growth of native species.

Exceptions that, as has emerged, do not appear to be applicable to the case of the Fenestrelle River.
