I don't know if these were elk or red deer.
However, with regards to the carrots, they sell them at the entrance and people seem to love feeding the critters. They are very chill. If they walk up to your car (everyone remains in their cars) and you have no carrot to give, they just leave and check out the next car.
The only incident I've heard of was when idiots drove through the bison area with windows open. There was no way to not know to keep windows up.
While @zetasyanthis was visiting me, Wah drove us to Omega Park, where you can drive around a trail in your car and feed carrots to various species of deer, including elk and fallow deer.

When I took this and other wildlife images from a car, after many years of hiking and canoeing to photograph wildlife, it made me rethink a lot of things. I still prefer wilderness camping and hit and miss with wildlife, but this is a lovely park to visit, especially in those heavy, Charlie-Brown-Christmas-snowflake snowfalls. Most of this park requires people to stay in cars, they do have areas with free-roaming elk, red deer, boar...
