Maybe some sort of test? Originally, guilty or not, she didn’t care. She was all about just declaring them guilty. It’s why she was punished in the first place. So now, everyone (even Gabriel!) tells her to just do as she’s told, but because of her new empathy, she just can’t. She’d rather die.

And that would be the test to be Bael’s successor: making her care about actual guilt, even with her life on the line, so she will always care to judge fairly.

I thought it would definitely be the assemblyman, but that mouth doesn’t look like his. Is it… the crooked police chief? Definitely someone their age. If it’s the police chief, it would definitely explain why he’s never been caught.

Then again, that person’s jaw was hanging, which deforms the mouth, so that may make it look different.

The reason he’s protecting her is because he knows she has the beating rock. I bet the immortality secret clause is that you can only be immortal by switching to another body (and maybe ageing out first). He was grooming her to get into politics because he plans to take her body over at some point.
