Bob was totally blind. He couldn't see so much as a photon of light.
Not because his eyes didn't work. The wetware worked just fine. He also had no neurological or psychological flaws. At least none that affected his vision.
No, the reason that Bob was legally (and factually) blind was because he had been fired from his job.
He could no longer afford the licencing fee.
