Everyone except women, slaves, adolescents, residents who were citizens of other cities (metics), residents with a mother from another city (metroxenoi), and a few others, as well.
In Athens, the privileged group of male, adult citizens that Papastergiou calls "everybody" made up only 30% of the population.
So if you're after establishing the rule of such privileged who have nothing to fear, go for the "ancient Greek" role model.
