Fuori un’altra. I rapporti a dir poco complicati tra Donald Trump e Volodymyr Zelensky, il leader ucraino sostanzialmente abbandonato al proprio destino dopo il fallimento dei tentativi della Casa Bianca di spingere Kiev ad accettare un accordo al ribasso per fermare la guerra iniziata con l’invasione russa nel febbraio 2022, provocano ripercussioni anche all’interno del corpo diplomatico statunitense.
Julie Davis, chargé d’affaires statunitense in Ucraina e diplomatica statunitense più alta in grado nel Paese, ha annunciato le proprie dimissioni e lascerà Kiev nelle prossime settimane. A rivelarlo è stato il Financial Times citando fonti a conoscenza del dossier.
Alla base della scelta di Davis, che da maggio ricopre il ruolo di incaricata d’affari ad interim presso l’ambasciata americana a Kiev, vi sarebbe la frustrazione legata alle divergenze col presidente Trump sul sostegno da concedere a Kiev. Il dipartimento di Stato Usa ha negato questa versione e ha detto che Davis sta andando in pensione dopo una lunga carriera diplomatica durata 30 anni che l’aveva vista impegnata in Bielorussia e Cipro.
Ma basta controllare lo “storico” per riscontrare un certo modus operandi. Davis aveva assunto il ruolo di chargé d’affaires dopo le dimissioni di chi l’aveva preceduta, Bridget Brink: quest’ultima, nominata da Joe Biden nel 2022, si era dimessa per aperti contrasti con Trump sul sostegno all’Ucraina.
Negli Stati Uniti la nomina di un ambasciatore richiede un voto di conferma del Senato, quella di un chargé d’affaires no.
Nel 2019 si era verificato un caso simile nel corso della prima presidenza Trump: il tycoon richiamò Marie Yovanovitch definendola “sleale”. Yovanovitch era stata una figura chiave nelle audizioni in Congresso per il primo impeachment di Trump.

The complicated relationships between Donald Trump and Volodymyr Zelensky, the Ukrainian leader essentially left to his own devices after the failure of the White House’s attempts to pressure Kyiv into accepting a low-ball agreement to stop the war that began with the Russian invasion in February 2022, are having repercussions even within the U.S. diplomatic corps.

Julie Davis, the U.S. chargé d’affaires in Ukraine and the highest-ranking U.S. diplomat in the country, has announced her resignation and will leave Kyiv in the coming weeks. This was revealed by the Financial Times, citing sources familiar with the case.

At the base of Davis’s decision, who has held the role of chargé d’affaires ad interim at the American embassy in Kyiv since May, would be the frustration related to disagreements with President Trump over the support to be granted to Kyiv. The U.S. State Department denied this version and said that Davis is going into retirement after a long diplomatic career lasting 30 years that had seen her involved in Belarus and Cyprus.

But a check of the “history” reveals a certain modus operandi. Davis had taken on the role of chargé d’affaires after the resignation of her predecessor, Bridget Brink: this latter, appointed by Joe Biden in 2022, had resigned due to disagreements with Trump over support for Ukraine.

In the United States, the appointment of an ambassador requires a vote of confirmation by the Senate, while that of a chargé d’affaires does not.

In 2019, a similar case had occurred during Trump’s first term: the tycoon recalled Marie Yovanovitch, calling her “untruthful.” Yovanovitch had been a key figure in the congressional hearings for Trump’s first impeachment.
