I think that part is just more weathered from sticking out slightly compared to her back, and thus is more affected by the natural elements. It's not dissimilar in patina as e.g. the head.
If it were as frequently touched as #Sinnataggen (aka #Spitfire, the #CryingBaby)'s hand, which is considered a luck bringer, I expected it to be shiny instead:
