The #StateOfEmergency declaration came after the Cagayan de Oro Bulk Water Incorporated (#COBI), a company controlled by #MetroPacificWater, instructed a subcontractor to discontinue the supply of treated water to the Cagayan de Oro Water District (#COWD).
