There seems to be a mistaken idea that a "#buttondown" shirt is a "#buttonup shirt with a button down collar".

I grew up on the East Coast, and never heard the term "button up" until I was in my 40s. A "button down" shirt is the same thing as a "button up" shirt, and whether or not the collar is button down is a separate issue.

I don't know where the term "button up" originated, but it was certainly never in use in the Northeastern US, nor did I hear it in Pittsburgh, in college.
