1. pass a civics test with at least 90% correct answers (results made public)
2. background check with felonies being disqualifying, details of background check made public (prospective candidate given oportunity to correct record or withdraw before results made public)
3. furnish 3 references from people who've known them for at least 5 years (interviews of references become part of background check)
