Stephen Harper started the process in 2007 long before Trudeau was prime minister.
Also important to note that Harper's carbon tax plan kept every penny in his Conservative govt coffers.
When the Liberal govt won in 2015, they introduced the rebates to refund the tax back to Canadian families.
Poilievre's AxetheTax campaign rallies appear even more disingenuous when voters know the background & Harper connection.
