Major overhaul planned for Llanelli’s Halfway lights as council sets out sweeping junction redesign

The A4138 is the main route between the M4 at Junction 48 in Hendy and Llanelli, carrying thousands of vehicles a day into the town. The Halfway lights sit right in the middle of that corridor — and the council says the layout has become a major choke point.

The authority has now published early designs for a full overhaul of the A4138 Halfway Traffic Signals, the crossroads linking the main road with Glyncoed Terrace, Llandafen Road and the Pemberton Retail Park. The junction is widely seen as one of the area’s worst pinch points, with long queues building in both directions during peak hours.

Road widening, new bus gate and redesigned signals

According to the council, the A4138 southbound would be widened to create a longer right‑turn lane into Llandafen Road — a move officials say would ease the regular tailbacks outside Morrisons and the retail park.

A new bus lane and bus gate is also proposed on the Parc Pemberton exit road. The council says this would give buses priority leaving the retail park, though the impact on general traffic has not yet been publicly detailed.

The junction itself would be reshaped, with kerbline changes, traffic island alterations and a revised signal layout designed to increase capacity and shorten waiting times.

New crossing and Active Travel link

One of the most visible changes would be a new controlled pedestrian crossing on Glyncoed Terrace, along with the removal and relocation of several guardrails, signal poles and lighting columns.

A new shared‑use walking and cycling path is also planned along the A4138 southbound, creating a direct link into the wider Llanelli Active Travel Spinal Route. That includes the recently opened Phil Bennett Active Travel bridge, now a key crossing point on the town’s growing walking and cycling network. The council says the Halfway junction upgrade is intended to “tie in” with that route and finally close a long‑identified gap in the area’s Active Travel connections.

Smart sensors already tracking traffic

Engineers from AtkinsRéalis, who have been appointed to design the scheme, are using data from smart traffic sensors installed at the junction since June 2024. The sensors track vehicle movements and pedestrian activity, giving designers a real‑time picture of how the junction currently behaves.

The council says the modelling shows how the extended right‑turn lane and revised signal timings could reduce delays at peak times, though full modelling results have not yet been published.

Design work due to begin within months

The council says detailed design work is expected to begin later this year. Construction would depend on funding approval from the Welsh Government and the South West Wales Corporate Joint Committee.

Officials describe the upgrade as necessary to tackle congestion, improve safety and modernise the junction, though the final design and timeline remain subject to funding and public feedback.

New car park plan to end funeral traffic chaos at Llanelli Crematorium

A new car park could finally bring peace to the chaos outside Llanelli Crematorium — with plans unveiled to build 150 dedicated spaces just a short walk from the site.

The proposal comes from local developer Dyfrig Richards, who says the new car park will end years of roadside congestion, stress for grieving families, and safety concerns on the busy A4138.

The £500,000 scheme is part of a wider plan to create Parc Penprys, a NetZero business park on land behind the crematorium. But the car park is the first priority — and it’s being offered at no cost to the crematorium, council or taxpayers.

“Huge tailbacks and grass verge parking”

Local councillors and funeral directors have backed the plan, saying the current setup is not fit for purpose.

Cllr Stephen Williams said:

“On several occasions I’ve seen huge tailbacks of vehicles trying to access the grounds and cars parked on the approach road. This proposal could have huge benefits for the future of services at the crematorium.”

Funeral director Matthew L Jones added:

“We see how often cars are parked on the grass verges, causing problems and extra stress to families. An overspill car park would make the journey in and out much less stressful and dignified.”

Green business park to follow

Behind the car park, the developer plans to build Wales’ first business park powered by its own renewable energy source. The developer says Parc Penprys will offer low-carbon office space, clean energy for tenants, and long-term economic benefits for Llanelli.

Dyfrig Richards said:

“Our first priority is delivering a safe, respectful parking solution for the crematorium — something families, councillors and funeral directors have been calling for for years. Beyond that, Parc Penprys will support jobs, growth and regeneration for Llanelli.”

Family pay tribute to man who died in Llanelli crash the day after his 25th birthday

Aron Sinclair, from Ammanford was involved in a collision on the A4138 Llanelli to Hendy road at around 10.50pm.

Aron’s family said: “We as a family are devastated at the loss of Aron, a loving son, brother, nephew and grandson.

“Aron had only just celebrated his 25th birthday on the day prior to the collision, Tuesday April 1.

“We are heartbroken at the sudden loss of such a valued member of the family.”

Earlier today, Police reported that a second person has also died in hospital, following the collision on the A4183 between the Llangennech roundabout and the Crematorium roundabout on Wednesday, April 2.

Dyfed Powys Police have confirmed that the driver of a black Peugeot involved in the collision on Wednesday 2 April has sadly died in hospital.

The late night collision took place around 10.50pm, where the driver of a second vehicle, a silver BMW, also sadly died.

The busy A4138, which connects Llanelli with the M4 at Hendy, was closed for around 10 hours while accident investigators were on the scene.

Police say they are continuing to investigate the collision and are appealing for anyone with information that could help their investigation to contact them.

A spokesperson for Dyfed Powys Police said: “Sadly, we can confirm that a second person has died following the collision on the A4183 between the Llangennech roundabout and the Crematorium roundabout on Wednesday, April 2.

“The driver of the black Peugeot, involved in the collision, died in hospital on Saturday, April 5.

“Our thoughts remain with the families at this difficult time.

“Officers are continuing to investigate the collision and anyone with information that could help the investigation is asked to contact police.”

Police appeal for information after fatal Llanelli collision

The collision involving a silver BMW and a black Peugeot 208 happened around 10.50pm last night (Wednesday 2 April).

Police say the driver of the BMW died following the accident. The Peugeot driver is in a critical condition in hospital.

The busy A4138, which connects Llanelli with the M4 at Hendy, was closed for around 10 hours while accident investigators were on the scene.

Police are now appealing for anyone who witnessed the accident or who may have dashcam footage to get in touch.

A spokesperson for Dyfed Powys Police said: “We are appealing for information about a fatal collision on the A4138 between the Llangennech roundabout and the Llanelli Crematorium roundabout, Carmarthenshire, which occurred at round 10.50pm on Wednesday, April 2.

“The collision involved a silver BMW and a black Peugeot 208.

“Sadly, the driver of the BMW died as a result of their injuries. Their next of kin has been informed.

“The driver of the Peugeot remains in hospital in a critical condition.

“The road was closed for collision investigation and was reopened by 8.45am today (April 3)

“Anyone who may have been travelling along the A4138 at the time, is asked to contact police.

“Investigating officers would particularly like to speak to any motorists who were in the area at that time who have dash cam in their vehicles.”
